Use the Map Editor

Windows:
- Make a new shortcut to the Quake4.exe
- Right-click -> Properties -> Shortcut -> Target
- add ' +editor +r_fullscreen 0 +r_gamma 1 +r_brightness 1' (minus quotes) after what's in there. Note that without the r_gamma or r_brightness bits, it'll load with your gaming gamma/brightness, which can look quite terrible

Linux:
- Just start up the executable with ' +editor +r_fullscreen 0 +r_gamma 1 +r_brightness 1' appended to the command

- Just start up the executable with ' +seta com_allowConsole 1' appended to the command
