Limit TF2 servers by ping instead of Country?

Limit TF2 servers by ping instead of Country? 
Why are TF2 servers limited by country instead of ping? Other gamearena games servers are limited by ping and i can easily play on them. My latency to gamearena tf2 server is only 130 yet im unable to play. Please put a ping limit instead.
